Shared budgets and portfolio bid strategies

One budget can fund several campaigns, and one portfolio bid strategy can bid for several. Until now update_campaign changed the budget a campaign points at without checking whether others share it, so raising one campaign's budget could silently raise, or cut, several. A bidding change on a campaign in a portfolio strategy also took it out of the portfolio without saying so.

• Budget changes show the current amount. When the budget is shared, the preview names the other campaigns, says the new amount covers all of them, and needs a double confirmation.
• Bidding changes on a portfolio campaign name the portfolio and its other campaigns, say that this campaign leaves it, and need a double confirmation too.
• Pinned and re-checked. The budget, the campaigns sharing it and the portfolio are pinned in the preview. If any of them changed before the apply, nothing is sent.
• campaign_id must be numeric.

Promotion schedules

draft_promotion takes ad_schedule, the hours a promotion shows. It uses the same windows and checks as call assets and campaign schedules, in the account time zone. update_promotion replaces a schedule with ad_schedule, or removes it with clear_fields=["ad_schedule"].
