Un-deprecate and spin up eventing-rabbitmq

We're announcing deprecation which means v1.13 will be the last release of eventing-rabbitmq. We continue to support the v1.12 and v1.13 release of this repo until they EOL.

v1.13 EOL (2024-07-30)

• Close all issues & PRs in eventing-rabbitmq
• Archive repo via peribolos (update knative/community)
• Drop prow jobs
• Drop repo from knobots - drop machinery for eventing-rabbitmq knative-extensions/knobots#367
