Fixed

• cleo done / cleo complete accept a scoped test run after its PR merges, in every carrier shape: a recorded pr: atom (T13634, #2203); a commit carried into a GitHub merge with no pr: atom (T13637); a pr: atom with no file list, whose files now come from the merge commit itself (T13636); and cleo done --pr now passes the PR to completion, not only to the plan (#2204). The real changed-file comparison is unchanged, and refusals now name the files that differ.
