Enable HPA tolerance configuration

Hi All,

Please note this will be my first Go PR ever, so please bear with me.

This PR tries to enable the management of the Kube Controller Manager flag --horizontal-pod-autoscaler-tolerance by KOPS

It would fix: #6034

PR is based on: #3847

edit: after building everything (nodeup protokube) everything is working OK

I'm also not sure if I should have changed pkg/openapi/openapi_generated.go

Hi @rlees85. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
