i would like to see the PRs for the kubelet to land first.
i don't want us to change SV in 1.35 if the kubelet work is delayed.

so what is the best course of action?

i don't think we should start erroring out on cgroups v1 detected on the system, yet. that seems like the action for the Beta of the feature.

for now we could just change the warning text to indicated that v1 is deprecated and one can enable it by setting FailCgroupV1 = false? is that what you have in mind?
