eval 1.1.0

Portable evaluation-result evidence, Watchdog correlation, repaired CLI/configuration contracts and redacted persisted command evidence. Package 1.1.0 retains result contract 2.0.0 and requires Kujo 1.8.1.

Validation: Contract, coverage, CLI, control and Watchdog assertions plus all release quality gates on published Kujo 1.8.1.

This is an independent capability update; no strict installation order within this group is required.
