Deploy resolve: function routes

• deploy resolve no longer calls a live function route dead. The gateway now reports a matched function route as authorized: true (the host dispatches the request to the function), so would_serve is true for a route that answers.
• New route_gates on function-route results: require_auth, require_role, priced, or empty. The summary names them, e.g. "the function answers only a signed-in user and a paid request".

Also live on the platform since 4.124.1: static_continuity.retained_path_count in an apply result and the replaced release's inventory now counts only the paths the new release stopped serving, the same number its plan reported.
