Deploy resolve: routes a replaced deployment no longer runs

On a replaced deployment's host (dpl-*.sites.run402.com, deployment_status: retained), a matched function route reports authorization_result: "route_inactive" beside result 404 and authorized: false. The summary says the host no longer runs the route instead of naming its gates. route_inactive joins the known DeployResolveAuthorizationResult values.
