run402 dev restarts a dev server that is already running

• Fix: Astro 7.4 runs astro dev in the background when an AI agent starts it. A second run402 dev --as alice found that server running and left it serving with its old environment (signed out), and a server started with --as kept serving the test user after a plain run402 dev. run402 dev now reads Astro's lock file and stops a running server with astro dev stop before starting a new one, and says so (DEV_SERVER_RESTART_FAILED when it cannot).
• Docs: run402 dev's key hints name run402 credentials project-keys export --project <project_id> --reveal (run402 projects list shows no keys), and run402 init astro's .env.example adds RUN402_ANON_KEY.
