Per the example provided in the docstring, we should aggregate certain
attributes of the elements into the top level
element.

Issue reported in #26.

Per the example provided in the docstring, we should aggregate certain
attributes of the <testsuite> elements into the top level <testsuites>
element.
For compatibility between Python 2/3, use six.iteritems instead of the
dictionary's iteritems.
