This is the issue: applicationsonline/librarian#151. The workaround is

vagrant reload --provision

I'm not sure to what extend it affects Virtualbox/nfs.

This pull request fixes that, but is not yet part of the released gem: databus23/librarian@707acec

This issue affects the VMware and lxc providers.
