[6.x] Add make:config command

In the spirit of all of the other great artisan make commands, I found my self wanting a make:config [name] command, as it's one of the few things that I always have to manually create.

This should not introduce any breaking changes, as it's simply registers a new generator with a simple stub.

Let me know if there are any additions you'd like made, I'd be happy to push this further.

If possible, please consider releasing your code as a package so that the community can still take advantage of your contributions!
