v0.13.0

fix(deps): require compatible Anda stack and pin Recall tokenizer

Require anda_core and anda_engine 0.16.1 so downstream lockfiles cannot
retain releases built against DB/KIP 0.13. Pin tiktoken-rs to 0.12.0 to
match the existing public tokenizer contract and record both fixes.

Validation: cargo fmt --check; clippy --locked --all-targets --all-features
with -D warnings; 608 all-feature Rust tests; dependency downgrade refusal
and single-type-identity checks.
