chore(release): 0.13.5 on anda_core / anda_engine 0.17

anda 0.17 removes remote engines, agents and tools from the context traits:
AgentContext::tool_call now returns the tool output alone, so the bounded
Recall tool path and the tests that call tools directly drop the tuple.
Brain never registered remote engines, so nothing else changes there.

The 0.17 handoff also queues its own COMPACTION_CONTINUE_PROMPT when a
compaction interrupts an unfinished tool round. Brain queued its own
continuation prompt after every handoff, which would now share one user
turn with the engine's. compact_runner_if_needed adds the engine's prompt
only when the replacement runner is idle; queued input such as
Formation's large-input review moves the pass on by itself. Brain's own
prompt text is removed and SelfCompaction stays off.

Also: serde-saphyr 2 (wiki OKF frontmatter), tokio 1.53.3 and other
lockfile refreshes, AtomicU64::try_update in BusinessClock, anda_brain
0.13.5, and the dependency notes in AGENTS.md, README and the 0.13.5
CHANGELOG entry.

Tests: a Formation tool-round compaction resumes with exactly one
continuation prompt, and the queued review follows the handoff without
one; both fail if the prompt is queued unconditionally.

Validation: cargo fmt --check; cargo clippy -p anda_brain --all-targets
--all-features -- -D warnings; RUST_MIN_STACK=16777216 cargo test -p
anda_brain --all-features; cargo test -p anda_brain --lib (default,
--features wiki, --features mcp).
