Align AndaDB package versions and internal dependencies at 0.13.0, document
breaking changes and migration, and raise the verified Rust minimum to 1.95.

Fix SHA-256 formatting with sha2 0.11 and bundle Nexus schema resources
through anda_kip exports so published crates compile independently. Default
Assertion timestamps to transaction time in both engines and add shared
conformance coverage. Refresh persistence fixtures, Python compatibility
checks, generated fixtures, documentation, and Docker publishing permissions.

Validation: 1,684 workspace Rust tests; 489 TypeScript tests; 25 Python tests
and 9 binding Rust tests; Rust 1.95 workspace check; 13 package archive builds;
TypeScript build/typecheck, deterministic code generation, and npm packaging.
Clippy passes under CI settings with 10 warnings remaining.
