v0.16.1: chore: release 0.16.1 across the workspace

Move the AndaDB stack (anda_db, anda_db_schema, anda_db_tfs, anda_kip,
anda_cognitive_nexus) from 0.13 to 0.14, anda_cloud_cdk from 0.6 to 0.7,
and ic_tee_cdk / ic_tee_gateway_sdk from 0.7 to 0.8. Every workspace
crate moves to 0.16.1, and the staged [Unreleased] entries fold into the
0.16.1 changelog section.

ic_auth_types 0.10.5 makes ByteArrayB64 Copy, so the resource hash is
copied instead of cloned and the workspace now requires 0.10.5. The
changelog notes that re-exported Resource, AgentInfo, and TEE gateway
client types follow the upgraded crates, so hosts must move those
dependencies in step.

Validation: cargo fmt --check; cargo clippy --workspace --all-targets
--all-features -D warnings; cargo test --workspace --all-features (654
passed); RUSTDOCFLAGS="-D warnings" cargo doc --workspace --no-deps;
cargo check -p anda_web3_client with default, client, and tee features.
