新增 admin 项目模板，可直接生成 Vue 3 管理前端与 yuanboot-python API，包含用户、角色、菜单、部门、系统配置、验证码登录、令牌轮换、权限与数据范围控制。
默认使用 SQLite 和本地会话，可配置 MySQL、Redis、Nacos。每个生成项目使用独立 JWT 密钥，后端依赖固定为工具同版本的 yuanboot[admin]。项目附带 README、spec 开发文档和前端锁文件。

yuanbootctl-python new admin -n my-adminRelease 提供 Linux amd64/arm64、macOS Intel/Apple Silicon、Windows amd64 独立命令行工具，以及两个发行包的 wheel、源码包和 SHA256SUMS。
验证：Python 3.11–3.14 构建；67 项后端接口检查；真实 MySQL/Redis；前端类型检查和生产构建；浏览器登录及管理页面；独立二进制生成与运行。
