GPU: test code needs command line parameters to select GPU driver

When running the SDL test programs, we should have a command line parameter to select the GPU driver used when the GPU renderer is selected.

Sort of related, it's probably worth adding a hint for the GPU render driver so that users can override it from the environment. Just like there are hints for debug and low power preference.
