`brew tap-new` command in github actions fails sometimes

### Description

The [Upgrade tests (QEMU, macOS host) (v0.15.1)](https://github.com/lima-vm/lima/actions/runs/17121330364/job/48562694560?pr=3885#logs) sometimes fails, because `brew tap-new` fails to detact the `user.email` automatically to run a `git commit` command as the error trace shows. It succeeds when the hostname of the runner has a `*.local` format email's domain.
