Persist managed downloads from Playwright pages in non-default Chromium browser
contexts. Browser Commander now resolves the page target's browserContextId
and applies its staging directory to that context while retaining browser-wide
download lifecycle events.

Wait for a real quiet period before accepting staged download bytes, close unfinished trace bundles explicitly in tests, and move the supported Node.js floor to 22 with the maintained better-sqlite3 fallback.
