network applet: Don't pass panel arguments to cinnamon-settings cinnamon-settings has never forwarded these to the network panel, and since 6.6 it rejects extra/invalid arguments, so clicking a modem's auto-connect item or an unconfigured WPA-Enterprise network opened nothing. Just open the network page. Fixes #13885
