Not tested this PR, but tested to use the same method to install MongoDB 3.6 in the docker, and I can confirm that it works! |

If 3.6 is now supported we should simply rebase to bionic and use sys level packages and drop the external repo. https://packages.ubuntu.com/bionic/mongodb-server I am gonna mod this PR to follow that logic to allow people to test |

Updating mongoDB to 3.6 which is supported in the 5.13 branch.
mongoDB 3.4 went end of life in January 2020: https://www.mongodb.com/support-policy
