Finish the reusable build/test/install workflow that was initially added here: 5340055
Use this for the
firtoolrelease flow.This does not make any major modifications to the
firtoolrelease workflow. I.e., there are a number of now unnecessary things added to the build matrix which can be removed. I'd like to do this in a follow-up.
