Extended Description

The architecture and many details for writing LLVM targets has settled down
enough that the code generation documentation could be completed. This needs to
describe everything about how code generation works, how to write a target, the
tblgen input and output, etc.

A deal was struck: Chris agreed to finish this documentation if Reid agreed to
write a POD file for the tblgen program. Reid kept his end of the deal. This bug
is a reminder for Chris to keep his end of it. :)

Reid wrote the pod page for tblgen, so I'm just going to make this "Improve the docs".

Improvements will be made on demand. This bug is not precisely quantifiable, so there is no way to determine 'success'.
