[HLSL][SPIR-V] Implement `InterlockedAnd`

This intrinsic is not known to Clang yet, and we have not looked into LLVM-IR -> SPIR-V lowering.

Right, using your issues in place.
There is however one big limit on the github project tracking:

• each issue can have a single parent, and there doesn't seem to be a "blocking" feature kind. Meaning since those are attached to the big "implement HLSL" issue, we cannot add them as sub-issues for smaller milestones.

Looks like issue dependencies are on the github roadmap for Q2 2025 so for now I'll track those using in-issue comments.
