FreeBSD runners don't have any owners

We have libcxx/utils/ci/BOT_OWNERS.txt to make it easier to figure out who to ping when we have issues with any bots. The FreeBSD bot is currently lacking such an entry.

@emaste @DimitryAndric Could you please update the file so we know who to ping when we've got problems with the FreeBSD bot?
