Emit escape code for GUI native progress bars

We should emit the ConEmu OSC 9;4 sequences (if supported) to render a GUI native progress bar when displaying progress events.

Support for this escape code was added to Ghostty 1.2.0 and is available in multiple other terminals on Linux and Windows.
