Tests have different outcome depending on `LIT_USE_INTERNAL_SHELL`

That runs with LIT_USE_INTERNAL_SHELL=0, but if trying to repro the failures with LIT_USE_INTERNAL_SHELL=1 (default), the tests pass.

It looks like the tests that were failing previously when using the internal shell in the profcheck configuration are no longer failing, but so we can probably just enable it.

Transforms/LoopSimplifyCFG/pr117537.ll ends up being unresolved on my system though when using the internal shell.

Will update the xfail list after verifying.
