Users of the backend are expected to enable dynamic VGPRs via the `amdgpu-dynamic-vgpr-block-size` attribute instead of the subtarget features (see #133444).

Users of the backend are expected to enable dynamic VGPRs via the `amdgpu-dynamic-vgpr-block-size` attribute instead of the subtarget features (see llvm#133444).
