[RISCV][NFC] Rename getOppositeBranchCondition #160972

To `getInverseBranchCondition`, because the notion of Opposite in this function matches the notion of `Inverse` used elsewhere for condition codes (or predicates) in LLVM. This helps differentiate this function from one that produces the "swapped" condition code, which is a different notion of "opposite".
