[AArch64] Convert concat(uhadd(a,b), uhadd(c,d)) to uhadd(concat(a,c), concat(b,d)) #79464

We can convert concat(v4i16 uhadd(a,b), v4i16 uhadd(c,d)) to v8i16 uhadd(concat(a,c), concat(b,d)), which can lead to further simplifications.

I think this test case belongs and is covered in the @combine_add_8xi32 function in concat-vector-add-combine.ll so I removed it from this file.

I noticed these inserts had the wrong first operand so I changed them.

Looks like this commit broke some bots:

The compilation of the following tests seems to be stuck (1200s without output):

I see you already reverted (thanks!), but in case it helps you investigate, this also seems to have hit a fatal error:
