• sync, download: --unpublished and --overridden-only fetch the current
  translations through the API's /pull route, which counts as private
  downloads. Private downloads are included from the Growth plan on; on plans
  without them (Free, Starter, Starter-Plus) the API now refuses these requests
  with a 403 instead of billing them as an overage. The option help texts and
  the README say so.
• a refused request (401, 403, 404) is no longer retried three times with a
  3-10 second pause in between: it came back identical every time and only
  delayed the message. Retries stay for 5xx, 408 and 429.
