migrate: --replace true on a namespace with more than 1000 keys in one
language no longer deletes and re-creates the existing keys beyond the first
1000. The upload is paged by 1000 keys and the replace went with the first
page only, so the API removed every key of the later pages and those pages
added them again as new keys: the end state matched the file, but their
history, needs-review marks, review proposals and created dates were lost,
auto-publish versions briefly served only the first page, and auto-translation
ran again for the re-created reference keys. migrate now reads the current
keys first, sends all pages without replace and removes only the keys that
are no longer in the file, the way sync deletes. Namespaces up to 1000 keys
are unchanged.
reading the current keys goes through the /pull route, a private download
included from the Growth plan on. On plans without private downloads the read
is refused and migrate falls back to the previous behaviour with a warning.
