The web Assistant on AbstractUIC 0.8.3, and the desktop's AbstractVoice floor raised. No other Python change.

• AbstractVoice 0.19.3 or later (was 0.11.4) for the base install and every voice extra (voice, apple,
  gpu, all): its audio player now reports the start of every playback. Before it, a stopped reply left the
  player's "started" flag set and later replies never reported a start (the cause behind the spinner of 0.16.4,
  which the app already works around).
• The web Assistant builds with @abstractframework/ui-kit 0.9.5 and @abstractframework/panel-chat 0.6.3
  (were 0.9.4 and 0.6.2; @abstractframework/app-server stays 0.1.13). From the kit: reading a reply aloud shows a
  spinner only while the first audio loads, then Pause / Play, and the speaker and copy buttons are always visible
  (they appeared on hover only); the voice settings name a chosen voice by its name, never its id ("a saved voice"
  when the catalog does not list it), list each speech model once with its role ("… -Base (clones)"), and a cloned
  voice says which cloning model it is spoken with.
