We have seen cases where one same file was picked up from the raw microservice, and later picked up again from bucket arrival notification, probably due to Kafka delays. Add a check so to ingest raws only if it is not known to be already ingested.
Because we do not know the exposure-snap mapping, check all snaps despite that some might have already been handled.
