Dont see mbcon.exe in the folder!

Cant find mbcon to start this .. searched the entire folder to no avail

Hey Maca.. did you see my post about the editor not coming up , getting old ae editor, I do have windows 10  on this machine .. that maybe the issue , maybe need to try my win 7 laptop ? if that is the issue , maybe you could look into a win 10 fix or version ? :) Thank You for your time,
