enh: Migrate from Istio-operator to Istio helm chart

Expected Behavior

Migrate from self-hosted Istio helm chart to the official one.

Current Behavior

Using Isito-Operator helm chart has been deprecated. The recommended way to install Istio is to use Istio helm charts (separate helm charts for each component)
