Release the Rust libraries, CLI, WebAssembly package, and Python bindings together at version 0.5.3.

  • Add the manufacturer-specific decoder framework and application-only parsing in the web interface.
  • Improve wireless CRC validation, BCD decoding, hexadecimal output, and rendering performance.
  • Fix the VIF 0x7D panic and decoding errors covered by the expanded meter fixtures.
  • Replace deprecated serde_yaml with serde_norway and update binding dependencies.
  • Refresh the web parser interface and manufacturer request flow.

Packages are published by the repository's tag-triggered CI workflows.
