fix: build images before creating release

Change workflow trigger from release to tag push. The release is now
created automatically after images are successfully built and pushed.
Version in config.yaml is updated by the workflow after successful build.

New release process:
1. Add changelog entry for new version
2. Commit and push to main
3. Create and push tag: git tag v1.2.0 && git push origin v1.2.0
4. Workflow builds images → updates config.yaml version → creates release
