docs: add update management instructions for AI assistants

Update INSTRUCTIONS.md and AGENTS.md to document:
- watch_firmware_update tool for device firmware updates
- System update tools (get_available_updates, update_component, etc.)
- Example patterns for both firmware and system updates

This ensures AI assistants use the proper tools when users ask about updates.
