Description

Switch from changelog-rs to github_changelog_generator to generate more complete change logs.

What is changed?

  • Added the github_changelog_generator gem to the project
  • Created a rake task to generate the changeling
  • Updated RELEASING.md with instructions for creating a release using the new change log tool

What else was changed and why?

Nothing.
