This PR adds
rtxpyas an optional dependency and adds the first algorithm that uses it which is gpu viewshed. Also adds some improvements to cpu viewshed.Added a simple test, more are needed in the long term.
Most of this work was done by @a7az0th, I have just integrated it into
xarray-spatialand tidied it up a bit.
