Propose a memory model for
mem_spaceand add newio_mem_spaceandmain_mem_spaceclasses that have more precisely defined semantics.This PR does not yet change the semantics of
mem_spaceto match the description. Also, it does not yet enforce correct semantics for 32-bit ARM (as this is not testable in upstream Managarm).
