The chat keeps following on every monitor

On some screens the chat stopped following the newest message by itself: at the
end of a turn the view stayed where it was and Jump to present had to be
clicked every time, with nobody having scrolled. It showed on one monitor and
not on another of the same machine.

Any upward move of the view was taken for the reader scrolling away, including
moves the reader did not make. The chat now stops following
only when there is a hand on it: dragging the scrollbar, the mouse wheel, a
scrolling key or a touch. A move with no hand on it is undone and the chat
keeps following.
