Update nginx configuration to allow processing of static-signed files

Uses fix provided in Magento nginx.conf.sample magento/magento2#2323

+1, this nginx config mod is needed for let the version 2.1.3 work correctly.
Otherwise the url rewrite for static files doesn't work on magento CE 2.1.3.
