Remove support for the webclient listener. #11895

Per the plan in #9078 this removes support for the webclient listener and requires web_client_redirect to be a HTTP(S) URL.

Note that the deprecation landed in Synapse v1.51.0 (#11774) and Synapse v1.52.0rc1 has been cut so develop will be come Synapse v1.53.0 eventually.

As a result of this:

  • Adding a webclient listeners is now a configuration error.
  • web_client_redirect to a non-HTTP(S) location is now a configuration error.
  • / will still redirect if web_client_redirect is configured.
  • /_matrix/client will no longer redirect.

Fixes #1250.

Note that [Twisted 22.1.0](https://github.com/twisted/twisted/releases/tag/twisted-22.1.0)
has recently been released, which fixes a [security issue](GHSA-92x2-jw7w-xvvx)
within the Twisted library. We do not believe Synapse is affected by this vulnerability,
though we advise server administrators who installed Synapse via pip to upgrade Twisted
with `pip install --upgrade Twisted` as a matter of good practice. The Docker image
`matrixdotorg/synapse` and the Debian packages from `packages.matrix.org` are using the
updated library.

In issue matrix-org#11895, the redirect from /_matrix/client to the URL configured in web_client_location was moved to the root URL (/). This change requires local administrators to update their proxy setups to include the root URL, as the current recommendations only include proxies for /_matrix/ and /_synapse/client/. This is necessary for the new location of the redirect to be effective.
