You probably just want to move get_user_deactivated_status into RegistrationWorkerStore. The reason for the split between worker stores and non-worker stores is that functions in the worker store are safe to run on workers.

Should we split up get_user_deactivated_status and set_user_deactivated_status though?

Yes, one is safe to run on workers, the other isn't 👍

(This is also what we do with the other read/write functions in that file)
