Part of #184. Exports variables prefixed with _GO_PLATFORM_ instead of just PLATFORM_.

tests/platform: Isolate from real /etc/os-release
f2b4cff 
This resolves test failures on Ubuntu builds on Travis CI due to having
the real `/etc/os-release` accessible to most test cases.
