• Preserves the complete decisions-first report: Needs a Decision, Who Owes What, reconciled metrics, new/progressed/stalled/resolved cohorts, estate patterns, DPA tracking, all-open retention, source caveats, and optional incident drill-downs.
• Adds help, usage examples, keywords, and daily, deep-dive, validate, and render modules.
• Adds a network-free snapshot validator and deterministic HTML/Markdown renderer with R1-R8 comparison rules, policy-backed SLA states, combined-postmortem handling, responsive/print layout, escaping, and overwrite refusal.
• Documents the skill in README, Getting Started, Examples, CLI Reference, the generated capability catalog and job map, and the changelog.

Evidence:

• supplied-report replay: 41/41 checks passed
• focused mutation trial: 5/5 regressions killed
• release suite: 657 tests and 122 subtests passed on Python 3.14
• strict validation passed for all 26 SSOT skills before and after regeneration
• GitHub and GitLab post-merge pipelines passed on the release commit

UAC landed the reviewed candidate as structural_ready. Formal behavioral status remains behavioral_pending because no independent signed model-promotion evaluation ran. The deterministic replay did not use AWS, Bedrock, or another model provider.
