Put back Linux CPU tests and CUDA 11.8 - 12.4 tests #415
Description
CI has been a bit chaotic lately, with some underlying linux distro reaching EOL, and upstream changes in test-infra. Ignoring a bunch of details (that I don't know about anyways), our Linux CPU unit-test jobs are broken and will remain broken until December 9, when test-infra fixes stuff.
As agreed with @atalman , we'll just disable our CPU Linux tests until then. This is done in #416.
This is not entirely unsafe: we still run all CPU tests on MacOS and on Linux, on the CUDA jobs (which are green). So let's just rely on the signal from these jobs for the next few days.
Similarly, we only test against CUDA 12.6 for now. We should put back 11 and 12.4 (Dec 9 as well).
